Biographical/Historical note
Francis "Frank" Wayland Lull was born in Wetumpka, Elmore County, Alabama on 19 October 1872 to Cabot and Sallie Lull. He grew up in Wetumpka and attended Wetumpka Academy. In 1896 he graduated from the law department of the University of Alabama with his LL.B. (Bachelor of Laws) degree and immediate began his practice in his home town.
He married Ida Belle Phillips of Tuskegee, Macon County, Alabama, in August 1901 and the couple had three children - two daughters and one son.
Lull served as the Mayor of Wetumpka for a time and as a First Lieutenant in the Wetumpka County National Guard. He was a delegate to the National Democractic Convention at Baltimore, Maryland in 1912, and was a member of the State Democratic executive committee at the time of his death on 13 January 1918.
